ASSOCIATION URGE YOU TO WRITE A LETTER TODAY!

THE ZONING ADMINISTRATOR APPROVED A ZONE VARIANCE TO ALLOW A TRUCK DRIVING SCHOOL AT THE FORMER LOPEZ CANYON LANDFILL. THE LANDFILL IS ZONED OPEN SPACE. WE HAVE FILED AN APPEAL. A PUBLIC HEARING WILL BE HELD ON APRIL 15TH.

ALLOWING A VARIANCE FOR INDUSTRIAL USE IN LOPEZ CANYON OPEN SPACE IS WRONG.

The Bureau of Sanitation was granted a Zone Variance for the Lopez Restoration Project.

·  In the Sunland-Tujunga-Lake View Terrace-Shadow Hills-East La Tuna Canyon Community Plan, the former landfill is zoned as Open Space. The zoning is based on the City’s General and Specific Plans, which include Community Plans.

·  Allowing a variance even for temporary use degrades Open Space Zoning and allows further “piece-mealing” of the site without proper environmental review of noise and traffic impacts.

·  Allowing a lease for Commercial Use on this landfill during the 30 year closing phase sets a BAD precedent for ALL closed or closing landfills in the City, and across the State.

·  Variances for land use exist for use by private individuals or private businesses to allow modifications to the existing zoning for that site. This commercial use sets a precedent for similar allowances in ANY Open Space in the City.

·  In order to allow industrial activity, such as a Truck Driving Academy, on Open Space, a General Plan Amendment should be required. A General Plan amendment requires an Environmental Impact Report (EIR) and corresponding public hearings for the site, per CEQA.

·  ENVIRONMENTAL IMPACTS FOR THIS PROJECT HAVE NOT BEEN PROPERLY
REVIEWED.

  1. I am a board member of the NHWNC. That is how I became aware of this proposed travesty. I am also a board member of the San Fernando Valley Historical Society located in Mission Hills, and we also administer the Pioneer Cemetery in Sylmar. We are opposing this as a body, and we represent approximately 200 members. I will include a letter in our next newsletter. Please keep me posted on updates.
